Randy Winemiller

Mr. Randy Winemiller brings over 34 years of “inside the government” service to the federal marketplace. He is an expert in government finance, DoD lease acquisition, and in the procurement and provisioning of design and construction services in a secure environment. Randy oversaw the growth of the USACE secure program from an annual budget of $41M/year in 2000 to over $1B/year when he retired from federal service in 2014. His portfolio included over 8 million square feet of commercial leased space as well as leadership and management of major programs and projects in support of the intelligence community including the design and construction of a Tier Three Data Center and the development of the East (Cyber) Campus, Ft. George G. Meade. He was a Level III warranted USACE Real Estate Contracting Officer (unlimited warrant) as well as a GSA Real Estate Contracting Officer with an unlimited warrant. He is a Certified Government Financial Manager, and a DBIA Certified Professional. He has served as the Chairman of multiple Source Selection Advisory Committees totaling billions of dollars and was the Source Selection Authority for a $600M+ data center.
