Vance Stewart

Vance Stewart has over 27 years of experience as one of the U.S. Army’s premier financial management experts in the Planning, Programming, Budget and Execution (PPBE) system.  His federal career culminated as the Deputy Assistant Secretary of the Army (Management & Budget).  In this role he was responsible for the budget policy, formulation, and submission to Congress of the Army’s $7 billion annual Civil Works program, comprised of hundreds of water resources projects across all States and Territories.  In both uniformed and Senior Executive Service leadership roles, Vance was an appropriation sponsor for every major Army defense category (Military Personnel, Operation & Maintenance, Military Construction, RDT&E, and Procurement).
